Md. Habibur Rahman Khan is the Secretary General of Bangladesh Red Crescent Society (BDRCS) and a distinguished former Bangladesh Civil Service (Administration) cadre officer with nearly 33 years of senior-level government service experience, spanning public administration, human resources management, health-sector governance, policy formulation, field administration, international relations, and institutional leadership.
He served as Additional Secretary, Ministry of Health and Family Welfare, where he was responsible for medical education, hospital management, public health, administration, human resources management, and international health affairs. He also served as Joint Secretary in the Ministry and as Line Director of the Human Resource Management Operational Plan, with extensive experience in health workforce planning, development, performance management and health information systems.
His career includes serving as Minister (Commercial) and Counselor (Commercial), Bangladesh High Commission, New Delhi. He also served as Local and District level administration as Deputy Commissioner, Additional Deputy Commissioner, Upazila Nirbahi Officer. He holds some Senior positions in several Ministries, providing broad experience in government administration, diplomacy, inter-agency coordination and public service delivery.
He subsequently served as Executive Director of BIRTAN and as a National Consultant with the World Health Organization (WHO), where he provided technical leadership on social development, stakeholder engagement, grievance redress, occupational health and safety, gender equity, respectful workplace issues and compliance under a World Bank-funded health project.
Mr. Khan holds an MA in Development Studies with specialization in Human Resources & Employment from the International Institute of Social Studies of The Netherlands, an MSS in Government & Politics, a Post Graduate Diploma in Human Resource Planning and Development, and a Bachelor’s degree from the University of Dhaka.
With extensive national and international exposure—including participation in World Health Assembly and WHO Executive Board meetings, global health and nutrition forums, and international leadership and public administration programmes—he brings strong strategic leadership, governance, humanitarian coordination, human resource management and institutional development expertise relevant to the position of Secretary General, Bangladesh Red Crescent Society (BDRCS).
